On the basis of the Ordinance No. 38/2021 of the Rector of Lodz University of Technology of 21 July 2021 on “Rules and Regulations of the Campus of Lodz University of Technology” I hereby stipulate the following rules on requesting and allocating access to parking spaces for students on the campuses of Lodz University of Technology.

I . Parking spaces on Campus A and B Article 1

  1. Only students of Lodz University of Technology or persons qualified to study at Lodz University of Technology who are not residents of the TUL Halls of Residence no. 1, 2, 3, 4, 6, 7, 8 and 9 and who are owners or co-owners of a vehicle or users of a vehicle owned by a member of the student’s immediate family (e.g. spouse, parent, sibling) may apply for a parking space in student parking zones on Campus A and B. The vehicle for which the application is made must have a valid registration card.

  2. A person applying to use a parking space on campuses A and B may not at the same time apply for a parking space on campus C or E.

  3. The number of publicly accessible spaces in student parking zones on campuses A and B is determined by the Chancellor of Lodz University of Technology in concert with the Chairperson of the TUL Student Government. The number of spaces designated for students with disabilities is determined by the Chancellor of Lodz University of Technology in consultation with the Disability Services Office.

  4. The process of determining the list of students qualified to use publicly accessible student parking spaces shall be organised and conducted by the Committee for Organisational Issues of the TUL Student Government.

  5. Supervision of the process of establishing the list of those qualified to use parking spaces is exercised by the Vice-Rector for Student Affairs of Lodz University of Technology.

  6. The allocation of parking spaces shall be decided by public draw.

  7. The entitlement to use a parking space is granted on a case-by-case basis, for a maximum of one term.

  8. Failure to provide evidence of compliance with the requirements referred to in section 1 or failure to pay the required fee in a timely manner at any stage of the entitlement process shall result in the unconditional cancellation of the application or in the immediate loss of the entitlement granted.

§ 2

  1. A person applying for a parking space shall submit to the Committee for Organisational Issues of the TUL Student Government an application in the form of an electronic form available at: https://forms.samorzad.p.lodz.pl/wniosek-o-przyznanie-uprawnien-do-miej… .

  2. The application must be submitted by the deadline specified in a separate announcement of the TUL Vice-Rector for Student Affairs.

  3. Persons who have submitted correctly filled in applications by the deadline shall be eligible for entitlement drawing.

  4. The place and date of the public draw will be given in an announcement of the Chairperson of the TUL Student Government.

  5. Persons in the number determined by the Chancellor of Lodz University of Technology are drawn by from among those who have correctly submitted their applications. The list, ordered in the order of drawing, is the main list of persons qualified to receive entitlement to parking spaces.

  6. In addition, 60 persons are drawn to form a reserve list in the order of drawing.

  7. The main and reserve lists shall be published, in compliance with the provisions on the protection of personal data, in an announcement of the Chairperson of the TUL Student Government.

  8. The main list and the reserve list of persons qualified for the entitlement shall be given to the TUL Property Management Department.

  9. The issuance of entitlement to a parking space requires timely payment of the required fee. Failure to meet this requirement eliminates the person from the list of qualified persons.

  10. If a person on the main list does not use their allocated entitlement, the person on the reserve list will become eligible according to the order in which they were drawn.

  11. The Committee for Organisational Issues of the TUL Student Government shall inform the persons on the reserve list of their eligibility, obligation and payment deadline.

  12. The TUL Property Management Department shall prepare documents authorising the use of parking spaces upon receiving confirmation of payment and send them to the Committee for Organisational Issues of the TUL Student Government, which issues them to entitled persons. Unissued documents shall be returned to the TUL Property Management Department.

II. Parking spaces on Campuses C and E

§ 3

  1. Only the residents of the TUL Halls of Residence no. 1, 2, 3, 4, 6, 7 and 8 and who are the owners or co-owners of a vehicle or users of a vehicle owned by a member of the student's immediate family (e.g. spouse, parent, sibling) may apply for a parking space in student parking zones on Campus C. The vehicle for which the application is made must have a valid registration card.

  2. A person applying to use a parking space on campus C may not at the same time apply for a parking space on campus A or B.

  3. The numbers of spaces in campus C are determined by the Chancellor of Lodz University of Technology in concert with the Chairperson of the TUL Student Government separately for the complex of the Halls of Residence no. 1, 2, 3, 4, 6 and 7 (collectively) and the Hall of Residence no. 8. The number of spaces designated for students with disabilities is determined by the Chancellor of Lodz University of Technology in consultation with the Disability Services Office.

  4. The final numbers of spaces to be allocated are further reduced by the spaces reserved for members of the respective Residence Hall Councils, two spaces for each Council. The distribution of these spaces among the Council members shall be handled by a competent Residence Hall Council in accordance with the requirements set out in section 1.

  5. The process of determining the list of students qualified to use publicly accessible student parking spaces shall be organised and conducted by the Committee for Organisational Issues of the TUL Student Government.\

  6. A list of persons qualified for the use of parking spaces shall be established separately for the complex of the Halls of Residence no. 1, 2, 3, 4, 6 and 7 (collectively) and the Hall of Residence no. 8.

  7. A person applying to use a parking space within the pool allocated for the complex of the Halls of Residence no. 1, 2, 3, 4, 6 and 7 may not at the same time apply for entitlement to use a parking space within the pool allocated for the TUL Hall of Residence no. 8.

  8. The process of determining the list of students qualified to use publicly accessible student parking spaces shall be organised and conducted by the Committee for Organisational Issues of the TUL Student Government.

  9. Supervision of the process of determining the list of those qualified to use parking spaces is exercised by the TUL Vice-Rector for Student Affairs.

  7. An additional 100 persons are drawn for the complex of the TUL Halls of Residence no. 1, 2, 3, 4, 6 and 7 and an additional 30 people are drawn for TUL Hall of Residence no. 8. These persons form reserve lists in the order of their drawing.

  8. The main and reserve lists shall be published, in compliance with the provisions on the protection of personal data, by means of an announcement by the Chairperson of the TUL Student Government.

  9. The main list and the reserve list of persons qualified for the entitlement shall be given to the TUL Property Management Department.

§ 5

  1. The rules for granting permission to use parking spaces for Campus E, i.e. for the residents of TUL Student Residence Hall no. 9 are subject to separate regulations.

  2. The granting of entitlements on campuses A, B, C and E for students with disabilities shall be organised and conducted by the Disability Services Office.


The rules set out in the Announcement shall enter into force on the day of their publication and shall apply from the academic year 2021/2022.
